How do I decide if a workspace is "Unoccupied"?
A workspace is to be marked as "Unoccupied" if the workspace appears to have no occupants or allocation.
For example, there may be either nothing on the desk what so ever or in some cases, the desk may be prepared for use but no one has been assigned to the desk.
